On September 4, 2023, at approximately 0012 hours, officers from the Jamestown Police Department’s Third Platoon, along with assistance from the Stop DWI Unit, conducted a traffic stop on a motorcycle in front of the Wine Cellar bar located at 309 N Main Street. The reason for the stop was excessive noise from the motorcycle’s music. Upon investigation, it was determined that the operator, Mark W. Frankson, a 56-year-old resident of Lakewood, was operating the motorcycle despite having revoked NYS driving privileges and being under the influence of alcohol.
During the arrest process, Frankson resisted the officers but was ultimately taken into custody. A loaded 9mm pistol was recovered from Frankson’s rear waistband, and he did not possess a valid pistol permit. Frankson was then transported to the Jamestown City Jail and is facing charges that include Unnecessary Noise, Resisting Arrest, Criminal Possession of a Weapon in the 2nd degree, Felony DWI, Aggravated Unlicensed Operation of a Motor vehicle in the 1st Degree (Felony), and other vehicle and traffic violations. Frankson will remain in the Jamestown City Jail until his arraignment.
